Abstract: The subject of rationality and effectiveness of public finance expenditure by the state and units of territorial self-government aiming at carrying out set tasks is very stressed nowadays. It results from the fact that the level and structure of public spending are strictly connected with the financial condition of the state and affect the level of public deficit. The lack of financial means for the execution of tasks set to local governments forces their authorities to manage available public resources in such a way so as to achieve the biggest effects taking into account available expenditure. Managing public funds is exposed to evaluation both in terms of quality and effectiveness by the community burdened with public levies. To make the evaluation and verification objective, appropriate methods and tools for the measurement should be applied.
